AMERICAN SCHOOLS (VANAS)
SPORT EXCHANGE GUIDELINES


1. VANAS PHILOSOPHY
We believe in the development of student/athlete through athletic endeavors. VANAS shall seek to create, promote, and foster cooperation among its member schools through athletic competition and by providing a forum for communication, discussion, promoting activities to enhance the development of the students, the schools, and the organization.
2. VANAS GOALS
A. Promote the exchange of sports activities between member schools.
B. Reward outstanding achievements in competitive activities.
C. Encourage intercultural cooperation.
D. Develop sportsmanship, self-control, discipline, and fair play.
3. MEMBERSHIP
A. Membership of the VANAS sports organization are:
i. Escuela Campo Alegre (Caracas) (ECA)
ii. Colegio Internacional de Caracas (CIC)
iii. Escuela Bella Vista (Maracaibo) (EBV)
iv. Colegio Internacional De Carabobo (Valencia) (CICV)
v. Colegio Internacional Puerto LA Cruz (CIPLC)
4. PARTICIPATION
A. Participation in VANAS Sports events is limited to member schools. For Non-VANAS Schools to participate in the tournaments, they must apply for membership by submitting a letter of request to the VANAS School Directors and Athletic Directors. Once approved, schools will then be considered for following tournaments.
B. The host tournament director can allow a VANAS School to bring an additional team. The host school would have priority in adding a team.
C. Member schools agree to participate in the following male/female high school tournaments if their programs coincide with scheduled dates:
a. Girls and Boys Volleyball
b. Girls Soccer and Boys Basketball
c. Girls Basketball and Boys Soccer
D. Participation shall be limited to full-time students.
E. The number of athletes participating in VANAS Tournaments shall be limited to:
a. Volleyball =12 players
b. Soccer =Number of players on field + 4 Substitutes
c. Basketball =12 players
· Minimum of (1) Substitute is required for a team to participate in a VANAS Tournament.
F. Numbers of players playing on the Soccer field will depend on size of field. Host school will decide that number and get approval from all other VANAS Athletic Directors.

December 3-5 Boys and Girls Softball @ CICV
February 4-6 Girls Soccer/Boys Basketball @ CICV
April 22-24 Girls Basketball/ Boys Soccer @ CIC

5. OBLIGATION AND ORGANIZATION OF PARTICIPATING SCHOOLS

A. Promote the philosophy and goals of the organization

B. The Athletic Directors from each member school will make up the executive committee. One Athletic Director will be chosen as the Chairperson, and one as the recording secretary annually at the February meeting. The chairperson shall be in charge of setting the agendas, and overseeing the running of all meetings. The recording secretary will take the minutes at each meeting, forwarding them to all other AD's in a timely fashion, and maintaining all documents.


C. Guidelines –
1. The scheduling of tournaments will be done in such a manner to protect the academic integrity of the participating schools while still providing the necessary time frame for a worthwhile and productive event.
2. Individual schools may wish to organize other competitions with schools located outside or inside Venezuela however these competitions should not interfere with the scheduling of VANAS Athletics.
3. It is required that the visiting teams reside in hotels under the supervision of coaches and/or other appropriate administrators.
6. MEETINGS

A. To be held three times a year. The first will be prior to the start of the Volleyball tournament in October. The second will be during the girls soccer and boys basketball tournament in February. The third will be during the Middle School boys soccer and girls basketball tournament in May.

i. Chairperson will collect agenda items for the next VANAS tournament
ii. Discuss upcoming events for the remainder of the school year
iii. Entertain and discuss ideas for changes in the basic format of annual activities
iv. Consider changes in the VANAS Guidelines.
7. CHANGE PROCESS
A. Any proposed changes or recommendations to existing VANAS member school guidelines must go through the VANAS Athletics Directors then on to school Directors.
8. BUDGET / TOURNAMENT COSTS
A. All participating teams will evenly divide costs, as calculated at the end of the tournament. Including: food, trophies, tournament t-shirts, referees’ fees and miscellaneous expenses.
B. Each tournament director should present an overall budget to their Director and other ADs for approval before the start of the tournament with 1 months notice.
9. ATHLETIC DIRECTOR RESPONSIBILITIES
A. Communicate all VANAS Tournament related information to member and/or participating schools.
B. Provide VANAS tournament host typed roster and travel information prior to the tournament.
C. Review VANAS tournament developments with own superintendent and principal.
D. Host Athletic Director should run tournament according to VANAS Guidelines

10. VOTING PROCEDURE (Guidelines for VANAS issues)
A. Member schools vote only
B. A 51% vote in favor shall be required to pass a proposal

11. PROTEST
A. Initially, any protest or appeal shall be handled through the specific rules established for the activity concerned. This would occur after an appeal to the official.
B. If this is not possible or is subject to further appeal, a formal written appeal should be made through the tournament director to the head of the refereeing body. This should be made within two hours of the completion of the contest. The head of the refereeing body must then make a decision that may be made with or without consultation of the coaches involved. The decision shall then be communicated to all parties concerned with a copy and brief report filed by the tournament director.


C. If this decision is appealed, the appeal shall be in writing and shall be presented within two hours of the posting of the decision by the head of the refereeing body. This appeal should be given to the tournament director. The tournament director shall then convene a meeting with all other Athletic Directors and/or school administrators in order to make a final decision. The final decision shall be communicated to all participating schools.


D. A decision should be made on Protest/Appeals on day they are filed.

12. STUDENT BEHAVIOR

A. Schools will be responsible to enforce curfews of no later than 11:00 pm

B. Enforcement of regulations, all VANAS Sports coaches/sponsors, including the host schools need to enforce the rules and regulations.

C. All participants are required to attend all VANAS activities during the tournament.

D. If a student commits an infraction relating to alcohol, tobacco, drugs, violation of curfew, and missing VANAS tournament activities then one or any of the following combinations may apply:-
1. Athlete will be banned from one or more games.
2. Athlete will no longer be allowed to participate in the tournament.
3. Athlete will be banned from one or more future VANAS Tournament.
4. Athlete will be sent home at the parents’ expense.
5. The student’s school will apply appropriate disciplinary action.
13. COACHES BEHAVIOR

A. Coaches are expected to share responsibility for orderly conduct in athletic events:

1. By acknowledging the authority of officials in a contest and by relating to them in a positive and respectful manner.

2. By exercising control over players under their supervision and serving as a stabilizing agent during contentious moments of any game.

3. By exercising control of their own conduct so as to avoid inciting players, officials, and spectators.

4. By conducting themselves at all times in a manner, which is appropriate to the responsibilities of their respective positions.

B. In the event a coach is not behaving in a manner befitting a VANAS coach, a meeting may be called by a VANAS AD involving the attending VANAS Athletic Directors, Tournament Director and host school administration representative. Following the meeting one or more of the following actions may be applied:

1. Verbal warning to coach about behavior and consequences of further infractions
2. Suspension from coaching one or more games in the tournament
3. Expulsion from tournament
4. AD from the school must provide an adult coach

C. In the event a coach is suspended or expelled, a letter will be sent by the VANAS Chair to the director of the school represented, explaining the actions of the coach, why they were considered inappropriate and the action taken by those involved in the meeting.

D. It is the responsibility of the Athletic Directors to make sure their coaches are aware of and understand the VANAS guidelines relating to coaches behavior.

14. AWARDS
A. Medals for first to third place in the tournament
B. Medals for each player on the All-Tournament Team and a Most Valuable Player trophy which is considered in the total trophy count.
C. 2nd and 3rd Place Trophies/Plaques
D. 1st Place and Sportsmanship Plaques should to be collected from previous tournament winner.
E. All-Tournament Team Trophy/Plaque Distribution

Coaches will meet to choose All-Tournament Team prior to awards assembly. Coaches will nominate players other than their own and team coach will confirm or nominate another player they feel is more deserving.



15. TOURNAMENT ORGANIZATION
A. VANAS Sports tournaments will begin on a Thursday afternoon and will end on Saturday afternoon.
B. Medical facilities – A First Aid station should be set-up with basic necessities and have an individual trained in first aid. There should also be reasonable access to an ambulance service in case of emergency.
C. Coaches Meeting - A coaches meeting is to be held prior to the tournament to discuss local ground rules, modifications of rules, and any others specifics of the tournament. However there will not be any changes to the rules or format at this meeting, its sole purpose is to reinforce predetermined guidelines set by the Athletic Directors. All schools should be represented at this meeting. The host athletic director will chair the meeting. Head official and site director should attend this meeting. The Athletic Director will meet with the local officials to explain tournament guidelines prior to the tournament.

D. Suspended/ Canceled Games – Weather, problems with lights, poor/dangerous field conditions.
1. If lightning or thunder is present during a contest, participation will be postponed until play can be resumed.
2. In the event of a game being canceled because of lack of time, the winner will be decided by:
i. Volleyball – Point differential at the moment of stoppage
ii. Basketball – Score after (3) quarters
iii. Soccer – Score after (3) quarters (1/2 through the second half)
* If the score is tied when the game has been stopped, then it reverts to the tie-breaker rule.
3. In the event of the semi-finals and finals being canceled the results of the round robin will decide the overall winner.
* If the consolation or semi-final has been completed then those results will be final.
E. Tournament Game / Match Ball
a. The tournament ball make and number will be included as part of the tournament information sent out before the event.
F. Game / Match Format
a. As organized by host AD, modifications may occur with full consensus by all involved in the pre- tournament coaches meeting.
G. Awards Presentation will follow the last game/match.
H. Activities can be included on Friday night; these activities can include a dance, cooperative games, or any activity that creates interaction with all the participants of the tournament. It is not obligatory to have a Friday night activity, this will determined by Athletic Directors. There is mandatory attendance for players, coaches, and Athletics Directors/Activities Coordinators.
16. SPORTSMANSHIP
A. Sportsmanship refers to virtues such as fairness, self-control, courage and persistence. It has been associated with interpersonal concepts of treating others and being treated fairly, maintaining self-control in dealing with others, and respect for both authority and opponents. Five facets of sportsmanship have been identified:
a. Full commitment to participation (e.g., showing up, working hard during all practices and games, acknowledging one’s mistakes and trying to improve)
b. Respect and concern for rules and officials
c. Respect and concern for social conventions (e.g., shaking hands, recognizing the good performance of an opponent)
d. Respect and concern for the opponent (e.g., lending one’s equipment to the opponent, not taking advantage of injured opponents)
e. Avoiding poor attitudes toward participation (e.g., not adopting a win-at-all-costs approach, not showing temper after a mistake, and not competing solely for individual prizes)
B. The following groups will rank the participating schools in order of sportsmanship. Groups: Referees, Teams, Coaches, Athletic Directors
C. The team with the highest ranking overall will receive the sportsmanship plaque.

STATEMENT OF TRAVEL RULES and GUIDELINES

1. The use of tobacco, drinking of alcohol or use of illegal drugs will not be allowed during any VANAS event. This will include the time students leave their campus at the beginning of the trip until they return to their campus or are released to a parent/guardian at the end of the trip.
2. Any deviation from the itinerary will be done only with the permission of the AD/Coach/Chaperone.
3. Evening curfew is 10:30 PM, however, at the discretion of the Athletic Director in charge, that time may be adjusted to accommodate meals and travel.
4. Athletes must attend all officially organized tournament events.
5. Any unusual circumstances or problems, which occur during the stay, will be reported as soon as possible to the tournament director or your coach/chaperone.
6. All stated rules also apply to host school athletes.
7. Any disciplinary action regarding travel rule infractions will be dealt with in the following manner. The tournament director of the host school, the affected athletic director and coach, the affected host, and an administrator of the host school will meet to determine the disciplinary action. The committee may decide on any or combination of the following sanctions.
· Athlete will be banned from one or more games.
· Athlete will no longer be allowed to participate in the tournament.
· Athlete will be banned from one or more future VANAS Tournament.
· Athlete will be removed from the host home and housed with his/her coach.
· Athlete will be sent home.
